The man charged in connection with the death of Tony Whitlow is now in custody after voluntarily surrendering to law enforcement, according to Mercer County Prosecuting Attorney Brian K. Cochran.

Authorities say 35-year-old Chad Noel of Virginia turned himself in to the West Virginia State Police earlier today.
“Mr. Noel presented himself to the West Virginia State Police earlier today,” Cochran said in a statement. “He will appear before the court and answer the felony charge pending against him.”

Noel’s custody status had drawn public attention after he was released from a medical facility last week without law enforcement being notified. Because officers were unaware of his discharge, multiple agencies worked to confirm his location and ensure he could be safely found. Those efforts continued until Noel voluntarily reported to authorities.

Cochran addressed community concerns about the limited information previously shared, noting that identifying details were withheld while law enforcement was still trying to verify Noel’s whereabouts.

“Many people understandably wanted more details,” Cochran said. “While Mr. Noel’s status and location were still being confirmed, identifying information was withheld to ensure the safest possible resolution for both the community and law enforcement. Now that he has turned himself in, we are able to provide those details.”

Cochran also expressed appreciation for the agencies involved, commending their diligence throughout the case.
“Our focus remains on ensuring that this matter proceeds lawfully, appropriately, and with respect for everyone involved,” he said.
